NITDA and BDIC Sign Landmark MoU to Drive Digital Transformation in Benue State
In a strategic move to bolster Nigeria’s digital future, the National Information Technology Development Agency (NITDA) has partnered with the Benue Digital Infrastructure Company PLC (BDIC) to drive digital literacy and smart education in Benue State.
The Memorandum of Understanding (MoU) was officially signed today at NITDA headquarters in Abuja by Mr. Gbande Hembaor Terwase, Managing Director/CEO of BDIC, and Mr. Sarafa Lawal, Acting Director General/CEO of NITDA.
Key Objectives of the NITDA–Benue Digital Partnership
This collaboration is part of a broader plan to create a robust digital ecosystem across Nigeria, with Benue State serving as a model for smart learning and infrastructure development. Major goals of the agreement include:
- Strengthening digital infrastructure across Benue State
- Boosting digital literacy through training and certification
- Establishing smart secondary schools integrated with AI and coding

Domestication of the National Digital Literacy Framework (NDLF)
NITDA’s technical and infrastructural support will be key in helping Benue State domesticate the National Digital Literacy Framework (NDLF). The goal is to ensure that state-level education and digital programs align with Nigeria’s national digital agenda.
15 Smart Secondary Schools to Launch in Benue
As part of the agreement, NITDA will support the establishment of 15 pilot smart secondary schools across Benue State. These schools will feature:
- AI and machine learning training
- Coding and programming classes
- Advanced digital tools in classrooms
The initiative aligns with Governor Reverend Father Dr. Hyacinth Iormem Alia’s digital education policy, aimed at equipping students with future-ready skills.

NITDA also endorses BDIC’s ambitious “One Student, One Teacher, One Computer, One Digital Skill + Certification” program. This initiative aims to:
- Provide every learner and teacher with access to a device
- Ensure all participants gain certified digital skills
- Foster inclusive learning across rural and urban communities
Joint Operational Strategy and Information Sharing
Both NITDA and BDIC have committed to:
- Regular high-level operational meetings to monitor progress
