In a significant move to modernise its labour market and empower small businesses, Morocco has launched a national initiative to harness artificial intelligence (AI) for workforce integration and SME development.
The announcement was made during the inaugural National Artificial Intelligence Sessions held on July 1–2, 2025 in Rabat, where the Ministry of Digital Transition and Administration Reform signed a landmark memorandum of understanding (MoU) with the Ministry of Economic Inclusion, Small Business, Employment and Skills.
AI-Powered Solutions to Drive Workforce Integration in Morocco
The new partnership is designed to leverage AI to:
- Enhance professional integration for job seekers
- Improve labour market analytics and trend forecasting
- Boost vocational rehabilitation and re-skilling efforts
By integrating AI into employment services, the government aims to provide personalised support for job seekers, especially youth and vulnerable groups, while making labour policies more data-driven and adaptive to market realities.
Empowering SMEs with Digital Tools and Real-Time Insights
A major focus of the initiative is to strengthen Morocco’s micro, small, and medium-sized enterprises (MSMEs). The program will deploy AI-driven tools to help small businesses:
- Access market intelligence and consumer insights
- Optimize operations and decision-making
- Scale effectively in a competitive digital economy
Custom-built digital platforms will offer real-time data and tailored resources to help MSMEs navigate regulatory environments, access financing, and improve productivity.
Future-Proofing Morocco’s Economy with Responsible AI
This AI integration initiative aligns with Morocco’s national digital transformation strategy, which prioritizes innovation, inclusivity, and economic resilience. Key goals include:
- Building a future-ready workforce
- Promoting inclusive technological development
- Establishing Morocco as a regional AI leader in North Africa
By embedding responsible AI into public services and economic development programs, Morocco aims to create equitable access to opportunities across all regions and demographics.
Policy Innovation Through AI-Driven Labor Analytics
Through advanced AI analytics, policymakers will gain deeper visibility into labour market dynamics, allowing them to:
- Identify skill gaps
- Forecast employment trends
- Design targeted training programs
- Inform education and job creation strategies
These insights will play a critical role in aligning national education systems with labour demands and bridging the digital skills gap.
Public-Private Collaboration at the Core
The success of this initiative relies on strong inter-ministerial collaboration, as well as partnerships with the private sector, academia, and international development organizations. By fostering a multi-stakeholder ecosystem, Morocco is setting the stage for scalable and impactful AI adoption across sectors.
