 NCC Launches New Licence for International A2P Messaging Aggregators

The Nigerian Communications Commission (NCC) has officially opened applications for its newly introduced International Application-to-Person (A2P) Messaging Aggregator Services licence. This framework aims to regulate and secure international A2P messaging traffic entering Nigeria, reinforcing accountability and ensuring higher service quality.

The initiative aligns with the Nigerian Communications Act 2003, the Licensing Regulations 2019, and other enabling legislation, marking a strategic move to strengthen telecom regulation and messaging security in Nigeria.

 What Is the A2P Messaging Aggregator Licence?

The A2P Messaging Aggregator licence provides a transparent and structured process for managing international messaging flows. It requires service providers to operate via NCC-authorised platforms, improving transparency, compliance, and user experience.

This comes at a time when bulk messaging traffic into Nigeria continues to rise, driven by fintech, e-commerce, logistics, and enterprise platforms relying on SMS for user engagement.

 Key Features of the New A2P Licensing Framework

The NCC outlined several critical components of the A2P licensing structure:

  • Mobile Network Operators (MNOs) are not eligible to apply for this licence.
  • Applicants are allowed to engage one competent technical partner, where relevant.
  • Completed application forms and supporting documents must be submitted within seven (7) days of the announcement date.
  • A 5% non-refundable administrative fee applies during the application process.
  • All relevant documents — including the A2P Messaging Framework, fee structure, and application form — are available on the NCC official website.

 How to Apply for the A2P Aggregator Licence

Interested applicants should:

  1. Download the official application form and A2P guidelines from the NCC website.
  2. Prepare all necessary documentation, including corporate registration and technical partner details.
  3. Submit the full application within the 7-day deadline from the date of the public notice.
  4. Pay the 5% administrative charge as outlined in the fee structure.
