Ukraine Becomes First in Europe to Roll Out Starlink Mobile Internet

Ukraine is set to become Europe’s first country to deploy Starlink mobile internet services, with messaging features arriving by the end of 2025 and full mobile satellite broadband coverage expected by mid-2026. The announcement was made by Oleksandr Komarov, CEO of leading Ukrainian telecom operator Kyivstar, during a conference in Rome.

This development stems from a partnership with SpaceX, Elon Musk’s satellite internet provider, under a commercial agreement signed in late 2024.

How Starlink’s Direct-to-Cell Technology Will Work in Ukraine

Starlink’s direct-to-cell service uses satellites equipped with modems that function like mobile towers in space. This allows standard smartphones to receive signals directly from satellites, removing the need for ground-based infrastructure in conflict zones or rural areas.

 Phase Timeline:

  • End of 2025: Over-the-top (OTT) messaging services via WhatsApp, Signal, and similar apps
  • Q2 2026: Full satellite broadband and voice connectivity launch

“Probably at the beginning of 2026, Q2 2026 to be safe, we’ll propose mobile satellite broadband data and voice,” said Komarov.

Kyivstar and SpaceX Partnership: A Game-Changer for Ukrainian Connectivity

This partnership between Kyivstar (owned by VEON) and SpaceX comes at a critical time. The ongoing war with Russia has placed immense pressure on Ukraine’s infrastructure, making resilient and decentralized communication systems vital for both civilians and businesses.

Komarov noted that field testing is already underway to support the integration of SpaceX’s Starlink constellation with Kyivstar’s mobile network.

Ukraine’s Telecom Resilience Amid War and Blackouts

Despite continuous Russian attacks on energy infrastructure, Ukraine’s telecom networks have significantly improved in resilience. According to Komarov, Kyivstar can now operate mobile and fixed internet services for up to 10 hours during blackouts, thanks to improved backup power systems.

“We are much more resilient than in 2022,” he said. “Even during national blackouts, services remain active for long periods.”

Kyivstar Eyes U.S. NASDAQ Listing During Wartime

In a historic move, Kyivstar is also progressing toward becoming the first Ukrainian company to list directly on the NASDAQ stock exchange during an active war. Komarov shared that the process is moving forward and could be finalized by Q3 2025.
