The Federal Government of Nigeria, through the Federal Ministry of Housing and Urban Development (FMHUD), has launched a new digital fraud reporting portal to help citizens report fraudulent activities in housing estates across the country.
The portal, accessible via https://reports.fmhud.gov.ng, provides a safe and user-friendly platform where Nigerians can:
- Report incidents of fraud in housing estates
- Upload and submit relevant evidence
- Track the progress of their complaints
According to the Ministry, all reports will be reviewed in collaboration with professional bodies, law enforcement agencies, and the judiciary to ensure accountability.
A Step Towards Transparency in Real Estate
Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa explained that the initiative aligns with the 2012 National Housing Policy, which calls for:
- Stronger regulation of Nigeria’s housing industry
- Certification of estate developers
- Protection of citizens from fraudulent actors
He stressed the importance of building an efficient legal and regulatory framework to monitor housing delivery and ensure that all professionals in the built environment are properly registered.
“Fraudulent practices in housing estates will no longer be tolerated, and offenders will face the full weight of the law,” – Ahmed Musa Dangiwa.
Contract Performance and Compliance Project Monitoring System (CPCPMS)
Alongside the fraud portal, the Ministry also launched the Contract Performance and Compliance Project Monitoring System (CPCPMS).
This digital platform allows for:
- Real-time monitoring of housing project progress
- Evaluation of contractor performance against set indicators
- Centralised access to project documents, Bills of Quantities, and payment certificates
Dr. Marcus Amiolemen, Deputy Director and Head of ICT at FMHUD, noted that both platforms reflect the Ministry’s commitment to accountability, transparency, and citizen protection. He added that the fraud portal was developed in partnership with the Economic and Financial Crimes Commission (EFCC) to ensure effective case tracking and follow-up.
Partnerships and Technical Demonstration
The launch event also featured technical demonstrations by Freestone Investments Limited and Prunedge Development Technologies Limited, who were involved in developing the platforms.
The Ministry emphasised that the housing fraud portal will not only protect homebuyers but also help restore public trust in Nigeria’s real estate sector.

This is not the first time the Ministry has deployed digital solutions to improve oversight in the housing sector:
- In May 2024, the Ministry launched the Renewed Hope Housing Online Portal, which helps Nigerians register, browse available properties, and access mortgage plans under the Renewed Hope Cities and Estate Programme.
- The platform allows flexible payment options, including one-time payments, instalments, and equity contributions for mortgages.
- The new Housing Fraud Reporting Portal complements these efforts by enabling citizens to report fraudulent estate activities, submit evidence, and track cases.
