Humanitarian Affairs Ministry Transitions to 1Gov ECMS to Drive Paperless Governance
The Federal Ministry of Humanitarian Affairs and Poverty Reduction has officially gone live on the 1Government Cloud Enterprise Content Management System (ECMS), marking a key step in advancing Nigeria’s digital transformation under the Nigeria First Policy.
The activation, which took place at the ministry’s headquarters in the Federal Secretariat, Abuja, supports the Federal Government’s broader push toward paperless operations across public institutions.
Digital Adoption Aligns With Renewed Hope Agenda
Speaking at the launch, Minister of Humanitarian Affairs and Poverty Reduction, Dr Bernard Doro, said the adoption of the platform aligns directly with the government’s Renewed Hope Agenda.
“This innovation aligns squarely with the administration’s vision to digitalise government processes, reduce inefficiencies, and make public institutions more responsive to citizens’ needs,” he noted.
Walson-Jack: A Major Milestone for Public Service
The Head of the Civil Service of the Federation, Dr Didi Esther Walson-Jack, described the ministry’s shift to paperless operations as a major achievement.
“This ministry, with its vital mission of supporting the vulnerable, is now embracing paperless processes and I say this is a milestone,” she said.
Walson-Jack highlighted that the 1Gov ECMS introduces automated workflows, reduces dependence on physical documents, and enables real-time collaboration. She urged other Ministries, Departments and Agencies (MDAs) to adopt the system, adding that 19 ministries already using the platform will no longer accept paper-based correspondence.
She also commended Galaxy Backbone Limited for providing the digital infrastructure that powers the initiative.
Platform Strengthens Data Sovereignty
The Managing Director/CEO of Galaxy Backbone (GBB), Prof. Ibrahim Adeyanju, reaffirmed the agency’s role as the Federal Government’s digital backbone. He noted that significant investments have been made in digital tools, and the 1Government Cloud ensures these assets are fully utilised.
Adeyanju emphasised that the platform guarantees data sovereignty by ensuring all confidential, sensitive, and government-critical information remains stored within Nigeria under local regulatory oversight.
He expressed confidence that Nigeria’s goal of a fully paperless civil service by December 31, 2025, is achievable.
Improved Workflow, Security and Service Delivery
During a technical demonstration, Mr Wumi Oghoetuoma, Programme Director of the GBB 1Government Cloud, welcomed the ministry to the platform and said the adoption signals readiness to embrace secure, modern, and efficient digital systems.
He explained that the ECMS will:
- Strengthen workflow automation
- Enhance data security
- Improve coordinated service delivery across departments
He added that the platform is designed to support the ministry’s mandate by enabling smoother processes and better collaboration.
