Nigeria’s NIN Enrolments Reach 123.9 Million in October 2025
Enrolments for the National Identification Number (NIN) by Nigerians at home and abroad increased to 123.9 million as of October 2025, according to the latest data released by the National Identity Management Commission (NIMC).
The figures represent a significant rise from the 114 million enrolments recorded at the end of 2024, indicating that approximately 9.9 million new NINs were issued within the first 10 months of 2025.
Lagos, Kano Maintain Top Positions in NIN Registration
Data from NIMC shows that Lagos State continues to lead nationwide NIN enrolments, with a cumulative total of more than 13.1 million registrations.
Lagos has consistently held the top position since the start of the exercise, followed closely by Kano State, which recorded 11.5 million enrolments as of October 2025.
Kaduna State moved into third place with 7.3 million registered individuals, displacing Ogun State, which now ranks fourth with 5.1 million enrolments.
Gender Breakdown of NIN Enrollees
The NIMC data also highlights a gender imbalance in enrolments across the National Identity Database.
According to the figures:
- 69.7 million enrollees, representing 56.25%, are male
- 54.2 million enrollees, representing 43.75%, are female
This distribution reflects the overall demographic capture achieved so far by the national identity programme.
NIMC Still Far From 95% Enrolment Target
Despite the steady increase in enrolments, NIMC remains some distance from its stated goal of registering 95% of Nigerians by the end of 2025.
In May, the Director-General of NIMC, Abisoye Coker-Odusote, announced the agency’s plan to achieve near-universal registration before December 2025.
Reaching the target would require capturing an estimated 190 million Nigerians, based on a projected national population of about 200 million.
Ward-Level Enrolment Strategy to Drive Mass Registration
Speaking on the strategy, Coker-Odusote said NIMC would launch a nationwide ward-level enrolment exercise to accelerate registrations.
“What we have done in this regard is that we will commence the Ward Enrollment Exercise to capture at least 95% of Nigerians before December, year end,” she said.
According to the Director-General, the mass enrolment drive will be supported by improved technical infrastructure, the expansion of registration centres across the country, and intensified public awareness and sensitisation campaigns.
