Nigeria to Roll Out Digital Public Infrastructure and Data Exchange in 2026

Nigeria is set to enter a new era of digital transformation. The National Information Technology Development Agency (NITDA) has revealed plans to roll out Digital Public Infrastructure (DPI) and the Nigerian Data Exchange (NGDX) by early 2026.

This initiative aims to create a secure, interoperable digital ecosystem that simplifies governance, improves service delivery, and enhances financial inclusion for millions of Nigerians.

NITDA’s Vision for Digital Public Infrastructure

Speaking at the Digital Public Infrastructure Live Event in Abuja, Dr. Salisu Kaka, NITDA’s Director of E-Government and Digital Economy, said the rollout will begin once the data exchange framework is finalised by the end of 2025.

He explained that foundational systems, such as national identity platforms and digital payment systems- are already in place, with DPI expected to build on them.

“Before the end of this year and by next year we will be fully ready with the foundational element, and we start dropping the use cases across sectors,” Dr. Kaka said.

Federal-State Collaboration

Dr. Kaka stressed the importance of aligning state-level systems with national standards.

If states model their frameworks on the federal DPI, Nigeria could achieve a 360-degree view of data exchange, enabling seamless all-of-government services across the country.

Digital Services and Financial Inclusion

At the event, stakeholders highlighted how DPI will boost Nigeria’s digital economy.

  • NIPOST Transformation:
    Mr. Gabriel Oladapo, Director of Digital Transformation at NIPOST, revealed that the agency is modernising its services:

    • Replacing traditional post office boxes with digital smart lockers.
    • Introducing digital postcodes for a national addressing system.
    • Offering financial services and international remittances at post offices nationwide.

    “You can now walk into a post office and perform financial transactions, even international transfers,” Oladapo noted.

Data Privacy and Trust

Data protection remains a top priority.

Dr. Vincent Olatunji, National Commissioner of the Nigeria Data Protection Commission (NDPC), emphasised that trust is essential for adoption.

  • The Nigeria Data Protection Act will serve as the legal backbone.
  • It guarantees citizen rights, ensures accountability for data controllers, and provides enforcement powers to safeguard personal data.

Without trust, Olatunji warned, even the most advanced infrastructure would fail to gain citizen confidence.

Connectivity Through Satellite Technology

Connectivity is another major pillar of DPI.

Mr Ikechukwu Amalu, Deputy General Manager at NIGCOMSAT, said satellite communication will play a crucial role in reaching underserved and rural communities not covered by terrestrial networks.

This approach ensures digital inclusivity across Nigeria.

Ending Multiple Data Submissions

For years, Nigerians have had to repeatedly submit personal data, such as NIN, BVN, SIM registration, driver’s licence, and passport applications, to multiple government agencies.

The NGDX platform will eliminate this duplication by serving as a unified, secure data exchange system.

According to Kashifu Inuwa, NITDA’s Director General:

  • Government agencies will seamlessly verify and share records at the backend.
  • Citizens will no longer need to repeatedly hand over the same personal details.

This will save time, reduce bureaucracy, and improve efficiency across government services.
