Nigeria and Finland have signed a new agreement to deepen cooperation in the digital economy, in a move aimed at boosting innovation, strengthening public services, and accelerating skills development.
The Memorandum of Understanding (MoU), signed in Abuja on March 23, brings together Nigeria’s Minister of Communications, Bosun Tijani, and Finland’s Under-Secretary of State for International Trade, Jarno Syrjälä.
Focus on Innovation, Cybersecurity, Infrastructure
The agreement outlines collaboration across key areas, including:
- Digital government systems
- Cybersecurity frameworks
- Digital infrastructure development
- Emerging technologies and innovation ecosystems
- Technical skills and talent development
Officials say the partnership reflects Nigeria’s growing position as a key player in Africa’s digital economy, as the country seeks to diversify beyond oil and build a technology-driven future.
Tijani described the deal as “an important step” toward building a more inclusive, innovation-led digital ecosystem, adding that it builds on earlier engagements with Finnish institutions in Helsinki.
Europe Deepens Support with €23m Initiative
The agreement comes alongside a broader European push to support Nigeria’s digital transformation, with a €23 million initiative backed by the European Union.
The programme, led by Finland under the Team Europe framework, will:
- Strengthen digital public services
- Support Nigeria’s technical talent development programme
- Improve secure and interoperable government systems
- Enhance institutional capacity and governance
The initiative is being implemented by HAUS in partnership with ESTDEV, under the EU–Nigeria Digital Economy Package aligned with the Global Gateway strategy.
Building Africa’s Tech Talent Pipeline
Nigeria has in recent years prioritised digital public infrastructure and skills development, including an ambitious plan to train millions of tech professionals to meet rising global demand.
Finnish officials say the partnership will help build a resilient and inclusive digital ecosystem, leveraging Finland’s expertise in advanced digital governance.
“Digitalisation is at its best when it empowers people, strengthens trust, and creates new opportunities,” Syrjälä said, describing Nigeria as a strategic partner in Africa.

The deal underscores increasing international interest in Africa’s fast-growing tech sector, as governments and investors look to tap into a young, rapidly expanding workforce.
