Senegal Accelerates Digital Transformation Through Second Goin’ Digital Steering Committee

Senegal has taken another significant step toward becoming a fully digital nation with the successful hosting of the second Goin’ Digital Steering Committee (COPIL) meeting by the Ministry of Communication, Telecommunications and Digital Economy. The meeting, which gathered key public and private stakeholders, along with international development partners such as GIZ and Expertise France, showcased the nation’s deep commitment to accelerating its digital transformation agenda.

The Goin’ Digital Project serves as a flagship initiative in Senegal’s drive to foster innovation, improve data governance, and build a sustainable, inclusive digital economy. This program stands as a vital pillar of the government’s broader strategy to integrate technology across governance, industry, and society—aligning closely with Senegal Vision 2050, spearheaded by President Bassirou Diomaye Diakhar Faye.

Driving Digital Sovereignty and Inclusion

During the meeting, participants reviewed the progress made since the project’s inception and set new priorities to enhance coordination and efficiency among technical and financial partners. The discussions emphasised three major focus areas of the Goin’ Digital Project:

  1. Strengthening Digital Sovereignty: Enhancing mastery over national infrastructure and data management to ensure independence and security.
  2. Fostering Citizen-Driven Innovation: Modernising public services and policymaking through technological innovation and participatory governance.
  3. Promoting Digital Inclusion: Empowering women and young people to fully participate in the digital economy, reducing inequality and driving social impact.

Aligning with Senegal Vision 2050

The Ministry highlighted that the Goin’ Digital initiative aligns seamlessly with Senegal Vision 2050, a national framework designed to promote sustainable economic growth, transparency, and digital sovereignty. By harnessing the power of data and digital tools, Senegal aims to improve governance, stimulate entrepreneurship, and enhance public service delivery across all sectors.

According to the Ministry’s leadership, the second COPIL meeting marks an important milestone in strengthening cooperation between Senegal and its international partners, ensuring that the country remains on track toward achieving its digital transformation objectives.

Positioning Senegal as a Regional Digital Leader

With continued support from development partners, the Goin’ Digital Project is poised to make Senegal a regional hub for digital innovation and governance excellence. By advancing key projects in connectivity, digital literacy, and e-government, Senegal is building a foundation for a more inclusive, competitive, and resilient economy.

The meeting reaffirmed that digital technology is not just a tool but a strategic enabler for economic prosperity, transparency, and national sovereignty.
