Germany Plans AI Offensive to Boost Economy and Compete Globally by 2030

Germany is preparing to launch a major artificial intelligence (AI) initiative aimed at strengthening its economy and catching up with global leaders like the United States and China, according to a government draft strategy seen by Reuters.

Germany Targets 10% of GDP from AI by 2030

According to the document, Germany’s federal government plans to generate 10% of its economic output through AI technologies by 2030. The strategy emphasises making AI a central tool in key research areas as part of a national “AI offensive.”  “With an AI offensive, we want to generate 10% of our economic output based on AI by 2030 and make AI an important tool in central fields of research,” the document states. The German cabinet is expected to approve this new AI strategy before the end of the month.

Building AI ‘Gigafactories’ Across the EU

A core part of Germany’s AI plan involves constructing large-scale processing centres—referred to as AI gigafactories, within the European Union. These facilities would support advanced AI applications and ensure Europe maintains technological sovereignty.

The European Commission has already allocated €20 billion (approximately $23 billion) in funding for this initiative.

Germany intends to coordinate its bids for building these facilities in partnership with industry experts, private-sector companies, and federal states by the end of 2025.

Quantum Computing: Two Error-Corrected Quantum Computers by 2030

The draft strategy also outlines goals to advance quantum computing in Germany. By 2030, the country aims to develop and make available two error-corrected quantum computers. These would be accessible to businesses, researchers, and government bodies, positioning Germany as a leader in next-generation computing technologies.

Germany’s new AI offensive reflects broader efforts across Europe to reduce dependence on U.S. and Chinese technology platforms. By focusing on both AI and quantum computing, Germany seeks to enhance its competitiveness in key technological fields critical to the future of global economies.

The AI strategy is also seen as a response to similar initiatives already underway in the United States, China, and other major economies, where AI adoption is driving growth across industries such as healthcare, finance, manufacturing, and logistics.
